Report on ENEMLOS Trainings

1. The first ENEMLOS training for clinical work was organized from 7th to 9th December 2020 for representatives of partner institutions from Montenegro and from 14th to 16th December 2020 for Kosovo partner institutions. The training was performed by professors and students of the Faculty of Law of the University of Zagreb, headed by Prof. Dr. Alan Uzelac.

2. The second ENEMLOS training for clinical work was organized on March 22, 24 and 26, 2021 and performed by the Foundation of Legal Clinics of Poland as an online workshop dedicated to clinical legal education in Poland. The training, performed in English, was led by Prof. Dr. Filip Czernicki.

In addition to the academic staff and students from the Faculty of Law of University of Montenegro, non-academic partners representing the judiciary in Montenegro also participated in the workshop. The Bar Chamber of Montenegro prepared for publication an “Abstract” from the training.

The same education for Kosovo partners, both academic and non-academic staff, was held on April 19-23, 2021.

Polish colleagues presented very valuable and interesting topics related to their experience with legal clinics within the Agenda available HERE (Agenda 2)

3. A training for work on new IT programs and platforms necessary for implementation of legal clinics was held on April 26, 2021. The training was organized online, through the ZOOM platform, by the Faculty of Law, University of Montenegro. The training was moderated by Prof. Dr. Biljana Đuričin.

Legal clinics will be established to work with the live clients, which includes numerous activities in the work process, from receiving the client and the first contact to providing legal services. These activities, and especially communication between the three most important groups of participants in the work of clinics - students, their mentors and clients as the ultimate beneficiaries of the project - must be supported by the use of new methods such as programs for remote work and communication, especially when taking into account the pandemic circumstances (COVID-19 virus). New platforms and programs shall provide support and facilitate the work of legal clinics.

The training included introduction to numerous programs that will be used in clinical work, such as Big Blue Button, MOODLE, "smart board", ZOOM. The training was attended by a large number of participants in the ENEMLOS project - from the academic staff of the Faculty of Law, as well as from non-academic partners in the project: the Supreme Court, the State Prosecutor's Office of Montenegro, the Chamber of Judicial Officers of Montenegro, the Bar Chamber of Montenegro, Notary Chamber of Montenegro and the Center for Alternative Dispute Resolution.

For the attorneys that will participate in the implementation of the ENEMLOS project the training was announced as compulsory. Therefore, they fully participated. The overall impression of the Bar representatives was that the relevant IT programs will be completely mastered along with clinical work itself.

4. The third ENEMLOS training for clinical work was held on November 29-30 and December 1, 2021. The training was organized via the ZOOM platform in English by the Regent’s University of London and headed by Prof. Dr Neven Anđelić.

The training included representatives of academic and non-academic partners from Montenegro and Kosovo, who during the three days of training had the opportunity to hear from lecturers about legal clinics in the UK, education in the pandemic and improving of pedagogical skills, AIRE Center in London and especially its activities and programs for the Western Balkans, as well as other important topics.
