Outcome of the interest survey related to ENEMLOS

Respected colleagues,
We are GRATEFUL to all colleagues who have expressed an interest to take part in the project ENEMLOS - “Legal Clinics in the Service of Vulnerable Groups: Enhancing the Employability of Law Students through Practical Education”; i.e. who have submitted the relevant Questionnaire to the e- mail address of the Bar Chamber of Montenegro (BCM) until July 15, 2020.

We also express our satisfaction with the results of the survey, according to which 26 attorneys at law expressed their readiness to participate in the ENEMLOS project, which will make possible its successful implementation.

According to the general plan of project activities of ENEMLOS, active participation of BCM membership in the project implementation is expected in the second and third year of the implementation itself, while being tied to the academic seasons of the University of Montenegro (UoM). The first year of the project implementation is dedicated to the identification and development of the most appropriate implementation model by the implementation teams of UoM,
BCM and other partner institutions. However, given the current health and safety situation caused by the Covid 19 virus pandemic, it is possible for the project activities to be delayed.

In any case, with the interested attorneys at law shall be held a consultative meeting as soon as possible, following the circumstances, regarding which they will be timely informed. We hope that it will be possible to hold this meeting within the period September-October 2020.

The preliminary General Personnel List of BCM has been attached hereto. The final General Personnel List will be determined after the consultative meeting and the signing of relevant contracts with attorneys of law who thus confirm their readiness to participate in the project by taking over the related rights and obligations.

Preliminary personnel lists have also been developed for each area of law that will be the subject of the work of legal clinics. The final personnel lists by areas of law expertise will be determined later on, after the final General Personnel List is established. However, it shall be considered that during the implementation of the project, the personnel schedule by area of expertise would definitely depend on the chosen model of work for the legal clinics, and the realistic needs. For now, it can be noted a personnel imbalance throughout the areas of law, for example law of obligations: 15 attorneys at law; inheritance law: 4 attorneys at law; intellectual property rights: 2 attorneys at law.

When it comes to additional data, the Questionnaire has shown that:
a) English language out of 26 attorneys at law is spoken by 24 attorneys at law, by levels:
- professional level: 10 attorneys at law;
- conversation level: 8 attorneys at law;
- elementary level 6: attorneys at law;
b) An electronic certificate have: 8 attorneys at law.
